This monument stands in tribute to Jules, Bara, a Belgian legal scholar, statesman and liberal politician, who chief legacy was serving as Minister of Justice, leading the liberal parties in Belgium and attempting abolish capital punishment. The monumental memorial depicts Jules Bara standing proudly, his left arm bent and oriented slightly forward. Surrounding his are three allegorical sculptures representing justice, law and the people in reference to his legacy.
