The Council of European Energy Regulators is the voice of Europe’s national energy regulatory authorities (NRAs). Its Members and Observers, from 38 European countries, are the independent statutory bodies responsible for energy regulation at national level. CEER Members: The energy NRAs of the EU-28 (excluding Slovakia), Iceland and Norway CEER Observers: The energy NRAs of Switzerland, Bosnia and Herzegovina, Georgia, Kosovo, Montenegro, Moldova, North Macedonia, Serbia and Albania. CEER: - serves as a platform for cooperation, information exchange and assistance between energy national regulatory authorities (NRAs) and is their interface at European level with the EU Institutions; - develops best practice energy regulation and supports Europe’s energy NRAs in their daily work. NRAs have an obligation to work in the public interest, maintaining their independence and overseeing energy markets for the benefit of consumers; - Members and Observers collaborate on energy regulation issues, including wholesale and retail electricity and gas market design, smart networks and consumer empowerment; - is at the forefront of efforts to protect and empower energy customers; - produces fact-based reports, position papers, technical advice and forward-thinking recommendations; and - organises public consultations, workshops and other public events (all free of charge) which are important as CEER is committed to dialogue and engagement with energy stakeholders in the development of the energy regulatory framework. CEER is a not-for-profit association under Belgian law, based in Brussels, with 9 permanent staff. The CEER Secretariat is headed up by Secretary General Charles Esser. Annegret Groebel (DE) was elected CEER President on 24 January 2019, completing the term of her predecessor until 4 May 2020. She is supported by 5 CEER Vice Presidents: Anne Vadasz Nilsson (SE), Martin Šik (CZ), Wolfgang Urbantschitsch (AT), Koen Locquet (BE) and Rolands Irklis (LV).
