The whirling ear is a sculpture, near to Central Station in Brussels. I would describe the design as abstract. The sculpture itself is situated inside a fountain. The decoration brightens up the cityscape.

Great view of the City center of Bruessels
Nice abstract statue in the heart of Brussles.
This sculpture was created in 1957 for the American pavillion at the World Exhibition in Brussels in 1958. Initially Calder imagined it would be moved by the water jets surrounding it. However, he finally chose to make it a motorised sculpture, rotating at one revolution per minute. Catalogue des Musées royaux des Beaux-Arts de Belgique
Brussels looks so good from up here if your camera can do the skyline justice
