This is a part of the Belgian railway line number 161 which is connecting North station (Brussels) to Namur. The line first opened in 1854 between the Brussels-Luxembourg station (here depicted its north entrance just underneath rue Belliard) and La Hulpe railway station. It was completed in October 1856. The track on the photo is the bit between Brussels-Schuman railway stations and Luxembourg (formerly named Quartier Leopold, Q.L.). Only since 2016 one can take a train from Brussels Luxembourg station directly to the Brussels airport, because a 1500 meter underground link has been dug, called the \Tunnel Josaphat\ which finally interconnects line 161 and line 26 (Schaerbeek -Halle).
